He contributed significantly to the Yuma community during his tenure as a civil engineer with both the Yuma County Flood Control District and the City of Yuma.​
His role involved reviewing numerous drainage and flood control projects in both public and private sectors.
Infrastructure Inspection​
He assumed responsibility for the annual inspection of bridges and culverts, ensuring their structural integrity and safety.

Floodplain management​
Ibrahim's was intricately involved in the process of floodplain determination and permitting, including floodplain use permits, variances, Letter of Map Revisions (LOMRs), Letter of Map Amendments (LOMAs), and Conditional Letter of Map Revisions (CLOMRs).​
Stormwater Program Management
As the Capital Improvement Program (CIP) Project Manager for stormwater programs for the City of Yuma, Mr. Osman played a pivotal role in implementing the City’s Stormwater Management Program.​
